There’s a postcode lottery of police promotion approaches around UK forces, and numerous local adaptations of the CVF used to assess aspiring police leaders. Merseyside Police are one example who are really pushing the boundaries with their Merseyside Leadership Framework.

This is something not just particularly relevant to police promotion candidates within Merseyside Police preparing for their upcoming NPPF Step 3 processes. I encourage other smart officers around UK policing to also check in on this framework too. That’s because (as I explain in my premium leadership toolkits) these ‘words on pages’ become less bewildering and more meaningful when you see they’re all speaking the same language of leadership.

An Overview of Merseyside’s ‘Just Leadership’ Behaviours

Whether you’re using the CVF or a localised force version, a promotion framework is simply a set of leadership behaviours. And as my successful clients will attest, it’s a good idea to familiarise yourself with more than one. The Rank Success Framework explaining each policing rank is one that has stood the test of time.

So in this in-depth podcast I go through an overview of this particularly different framework and explain its structure. I help Merseyside officers (and others) interpret the behaviours and how they relate to the CVF. I then run through the assessment guidance for those seeking promotion to Sergeant to help you get ahead of the game. I also share ideas and thoughts around frameworks generally.

For now, here’s an overview of Merseyside Police’s ‘Just Leadership Framework’. It’s something they brought in to improve culture and ensure everyone is clear on expected behaviours. There are ‘just’ four parts:

  1. Just LISTEN: Emotional intelligence, care and respect, active listening
  2. Just LEAD: Pride, direction, responsibility, trust, honesty, humility, delivery
  3. Just THINK: Decision-making, improvement, plans, change
  4. Just TALK: Teamwork, courage, speaking up, performance, collaboration

You’ll notice there’s an overlap here not just with the language of the CVF, but also with the Sussex Leadership Framework I designed earlier this year after engaging with officers in Sussex Police on what makes a good leader. You’ll even recognise similarities with the AI-assisted police leadership framework I also created a few months back.

There’s much to like about this Merseyside framework, as I explain in the podcast. Not least the clear design and plain English used to describe good leadership. There’s also differentiation between the Sergeant rank and more strategic Inspector and Chief Inspector police leadership ranks, whereas the CVF assesses all at Level 2.
